Windows 7 ~Task bar won't lock

I like to see the task bar all the time but on my laptop it always disappears when I click in another window or move my mouse away from it.

Ticking and unticking the "lock the Taskbar" in the taskbar menu has no effect.

What should I try next?

Right click the taskbar and select properties. In the pane that opens select the taskbar tab and untick the auto-hide box.

Or try pressing F11 if that does not work press F11 again to put it back the way it was.
