The Application failed to initialize Properly (0xc0000034)

Been given an XP PC to look at which displays this message when trying to open some programmes (varied - AVG, HP, and others). Google has been no help at all. Anyone experienced this before please?

P.S. Forgot to mention, tried scannow - running chkdsk at the moment.

I've not experienced this before but are the graphics drivers up to date. Are all the service packs installed?
