when switching off internet desktop shortcuts don't work

Hi. I have a problem in that when I turn internet off or minimise internet explorer my desktop shortcuts no longer work. I then have to restart computer to get them working again.My other icons work i.e task bars top and bottom. The problem has only just started in the last 4-5 days and I don't think I have downloaded any programmes.
I am running Windows 7 home premium.
Hope someone can help, I am going away for a few days tomorrow so apologies if someone wants a response from me but I am hoping it will give you kind people time to respond while I am away.

Type command prompt in Start menu search box and then hit Ctrl + Shift + Enter to launch the Command Prompt with administrator rights. Alternatively, go to Start, All Programs, Accessories, right-click on Command Prompt and then select Run as administrator option.
Click Yes if you are prompted with UAC (User Account Control) box.
Once the Command Prompt opened, type sfc /scannow and hit enter. This command scans integrity of protected system files and then repairs if problems found.
The process may take a few minutes. Once done you are good to close the Command Prompt.
You can also type just sfc in the Command Prompt to know more about sfc commands.

Sorry to intrude but I had a few problems with sfc and I wonder if Fruit Bat could comment? Apologies again! how to fix sfc problems? Maybe FB could use my thread to save confusion!
