Windows not seeing new 2.5" HDD in laptop

I've just fitted an additional Seagate Momentus 500gb 2.5" HDD to a Packard Bell laptop which Windows is not seeing in the explorer pane to allow me to format, partition and use it.

I've been into the BIOS where it shows up OK and has the same settings as the 250gb boot drive Seagate. It also showing in Windows device manager where it also says the driver is installed and working OK.

Anyone got any ideas why Windows explorer explorer can't see it?

PB laptop, Windows 7, C: drive is a Seagate momentus 250gb

Use Windows Disk Management to have a look. Format, set drive letter etc.

Start Search diskmgmt.msc
