Re sizeing .jpg files

I need to resize some of my photos from around 3Mb to 100k. Can anyone suggest a good free program that I could use. I do not want any of the online methods, just a stand alone program.

I also use Pix Resizer. Excellent program.

Thanks both, Just what I was looking for. Photos all done. Wife needs to reduce size of some of her art photos to submit to a web site so I am in her good books for the time being.
