Boot and shutdown Order

Of late, I have noticed that the icon for my network appears first on boot and disappears last on shutdown. I am concerned that my PC is exposed to the internet before Kaspersky Internet Security 2012 is active and after KIS12 has been closed. Windows Security occasionally tells me that "KIS is switched off" before it loads.
Is there an issue of vulnerability, and if so, is it possible to set my system so that KIS starts first and closes last?
My system is running XP Pro with SP3.

Thanks Fruit Bat. Looked at your link and, rather than install WinPatrol, I thought a bat file would be a better solution. However, according to one of the comments on the webpage, the TIMEOUT command doesn't work in XP.
Also, if I use a bat file, would I have to include every start up program or will unlisted ones install after the bat file is processed? (I assume the bat file is processed before any other programs install?)
