Display Properties - XP

Looking at an elderly XP PC. Whe I right-click on the desktop and select 'properties', all that comes up is Display Properties with the option to change the theme. The usual tabs Apperarace, Settings Desktop etc are not there. Am I being dull (again?).

Another thought.....that VBS script modifies the Registry and some changes aren't reflected until after a reboot or a log off/log on.

I found another promising script for you here. Kelly's Korner is a reputable, trusted source of fixes so it'll be quite safe.
