Problem in Scroll On Webb pages

Its a thing we take for granted that is the up and down scroll bar on the right of screen which is usually activated by rotating the mouse wheel. However, I have recently experienced a problem in that instead of moving the page up or down it simply stretches the page making it unreadable. As anyone come across this and if so how is it sorted? Other than with Webb pages its not a problem. I run Vista Home Premium, my provider is Tiscali and I have the up to date Internet Explorer Thank you Kind regards

It sounds as if you zooming which is normally done by rotating the mouse wheel and holding down the ctrl button. Is this a laptop? Have you changed any mouse settings or is the ctrl button stuck?
