Restricting Internet access for children

A friend as two daughters 13 & 15 years old who are no different from most children in that they like Facebook, Twitter etc and playing online games. Is there any software that their mother could use to restrict their access to specific sites and for a limited amount of time. Also, could their activities be logged in some way? It is likely that they will be using their computer more and more for homework and so the list of acceptable sites might increase. I should say that the children and their mother are not computer-savvy.
