Silent PC/mac mini alternative?

To put it simply, my current PC os giving me a headache. It sounds like a jet-engine and is too noisy for work. I'm quite happy to keep it for all the noisy power hungry stuff, but I need something quieter for word processing - basically I need to think whilt working on what will be mainly word processing stuff. I don't need a studio build so a whispering machinge will be OK.
Unfortunately most of the "silent pc" systems seem to cater for power hungry gaming with a price to match, which I don't really need.
The Mac Mini seems to offer what I need, but I have also seen various PC net-top builds, but unfortunately not many reviews seem to mention noise. I have a spare Windows Office licence I could use with a PC. Unfortunatley I would have to pay extra cash for one to go with a MAC.
I have owned both MACs and PCs, so I am agnostic to either system. The question is whether I can get a suitable quiet Windows machine for around £500. I suspect the answer is yes, but not many reviews offer an opinion on noise. I have looked at ITX builds, but am stumped as to whether I can find a reputable dealer.
Does anyone have any thoughts on this issue?
