The USB ports on my daughters laptop don't work, are they expensive to have fixed? Or is it an easy job which could be fixed by my husband? because he says he hasn't done t before, but he'll look online for instructions and do it himself.

The first steps to take to fixing the USB port issue is to open Device Manager (in Control Panel), and remove everything under Universal Serial Bus controllers. To remove them, right click on each of the entries under this category and choose uninstall from the list. Click this button - it will warn you that you are about to remove the device from your system. Click ok, as this is what you want to do. Repeat this with every entry under Universal Serial Bus controllers until they are all gone. Reboot your system, and windows will detect the new hardware and re-install the drivers. Under normal circumstances, this should be enough to get your USB ports working again.

Endorsing everything Northumbria61 has said. No need for spanners and mechanical deeds, this is almost certainly a software snag and this should fix it.
It might be a good idea to contact the FE directly and see if he can delete your screen name from your post.
