Which software disables IE 8 Options?

I need to access IE options but it wont load for some reasons.
I feel sure that at some point in the past I've disable this but can't remember how.
I've got the usual spywareblaster, spybot etc.
Can anyone give me a clue as to what I may have done please?
Cheers

[I've got the usual spywareblaster, spybot etc.]
All depends what the etc meens.
Maybe try Malwarebytes if you don't already have it.
Or try Control panel Internet Options and see if you can get in that way.

Or maybe if you get this error report.
http://support.microsoft.com/kb/216583
Or it may be Spybot I believe you set it to lock I/E maybe unlock it.
It is that long since I used it I forget how it works.

Found this but it was from 2003
Do you happen to have Spybot Search & Destroy installed? If so click on the Immunize button and uncheck the two that Lock IE.
From another .
Open Spybot>Mode>Advanced Mode>Tools>IE tweaks. Uncheck the 2 boxes next to the entries that begin "Lock IE..." Reboot
maybe try that.
