U A C user account control. been hijacked by malware possibly.

The U A C as been hijacked, possibly by malware, I read an article in the latest issue of my PC Advisor that microsoft warns that malware turns off U A C. I think this has happened to my I B M laptop as I can no longer access the U A C, cannot enter system restore or anything, Can anyone please advise on the rectivication of this problem? First thing to try is a deep scan with something like Malwarebytes
