Why not use what you already have - Windows?

Use a series of folders and sub-folders suitably named, to keep photos anywhere away from the Windows default My Photos which is for the uninformed or just plain lazy, and guaranteed sooner or later to become bogged down with uncertainties and confusion.

Use a separate drive rather than C: if you can and certainly use even an external HD for archived storage of backups
