Intermittent caps lock sounds - why?

I have Toggle Keys turned on in Accessibility Options (checked this many times) but often there are no sounds when I press caps lock, resulting in accidentally typing sentences all in capitals.
What do I have to do to ensure consistent beeps?
Samsung N110, XP.

Thanks northumbria61 but none of that worked. I have tried disabling and re-enabling the setting for Toggle Keys several times, but it works when it feels like it and not at other times.
However I've just googled ' Caps Lock' and come across a little free program called (strangely enough!) Caps Lock, installed it, and it is giving me sound AND visual alerts.
