Sound on my Computer

Hi you Guys, I am hoping some of you experts can help me with the following problem. For some reason, the sound on my PC is slightly distorted and not very loud. I must confess, I have been dabling in the Sound Effect Manager since the problem occured and may have made the problem worse. I have tested the Speakers (through the S. E. M.) and they appear to be functioning correctly. To repeat, the sound is distorted and the volume is low even though I have the volume turned to maximum on the speakers. My OS is Windows XP, my Browser is Chrome (if this helps !!!) I await some genius to give me a solution. Many thanks, Garden Nome.
