OUTLOOK: Prefix for Original Message when Replying

Hi, I'm trying to help a colleague. He wants to know how to turn off the Chevrons (Prefix for Original Message when Replying) when replying/receiving emails. He uses Outlook, and I have no idea where the option is enabled/disabled.
Can someone advise please ?

I assumed that if a program actually used these, then they could be disabled.
I also assumed that not all prgrams use them, or can enable them.

It should be under Options | Mail | and under Replies and forwards, for When replying to a message or When forwarding a message do the following:
Number 4 is to choose what to 'Prefix each line of the original message' with
