Wifi between appartments in Bulgaria

We have 2 holiday appartments in Bulgaria. One is upstairs from the other.
The downstairs appartment has an internet connection and a router but we cannot access the signal upstairs.
Without paying for a seperate connection is there a way to provide a wifi signal to the upstairs appartment?
I am not very technical so please keep it fairly simple.
In the uk I have used homeplugs to connect an outbuilding but as I am not sure on the wiring between appartments I am not certain these would work.

If the appartments run off separate electrical main boards, homeplugs would be unlikely to work. If you get any signal at all upstairs, then a wireless repeater may be the way to go (unless there is any way you could run an ethernet cable between the two).

I am afraid we do not get any signal upstairs at all.

From an experience I had at a customers premises. Homeplugs will work from differing Mains Boards as long as the Properties are on the same Electrical Phase.

Can you run an ethernet cable between the two apartments?
