Touchscreen Inconsistency

I have an Acer touchscreen running Win 7, 64 bit.

The touchscreen works entirely conventionally on most applications except Chrome.

Whenever I try touch scrolling in Chrome it acts like a "Select" command and simply highlights the text.

If I use the scroll bars (by touch) it works as normal, but not on the full screen.

Why? I've checked and double checked the settings but can find no clue.

Same here (Acer 5710 Touchscreen) Chrome is fine as a window, but put it fullscreen and it just selects.

So you probably don't have a problem, byt Chrome does.
