DELL DIMENSION C521 VISTA home premium When BIOS loading screen shows it sometimes stop mid load as shown by the bar graph the machine has to be switched off and restarted Also sometimes the mouse fails after start uo any suggestions???

It sounds as if it is getting through the POST check on memory but perhaps failing to recognise the hard drive, the keyboard or the mouse. It's worth an initial try with a different mouse, perhaps a USB one if you are using a PS2 one or vice-versa.

Check that everything is plugged in properly and has not worked loose. Sounds as if the mouse lead is not fully in.

It sounds as if you have a problem with your power supply, try disconnecting all externals except mouse and keyboard and try again.If you have the same problem try different mouse and /keyboard.

If no difference, I would suggest replacing the PSB.
