I have burnt some pics to a dvd disk and it plays in my laptop, and in my dvd player and viewed on tv.

Problem is, it will not play on my friends tv/dvd player.

IIRC, it used to be the case that not all DVD players would play DVD/Rs. If your friend's is an old (or cheap) model, that might explain it.
