I have "upgraded" to IE9,which has caused my system to slow down. Is there a way to uninstall the program without completing a full format?

If you are going to uninstall it have another browser ready just in case it removes the old I/E as well. Usually add remove.Turn windows features on or off.And if I/E9 is ticked untick it and wait for it to be removed.

That should automatically revert back to IE8 but always better to have another browser downloaded in case of problems.
