Unable to create a factory Default Restore Disk. Error Code 0x207

Hope someone can help with this, I have a new Packard Bell Laptop. When I try to burn the set of Factory Default Restore disks, I get an error msg code 0x207 saying that I should insert an empty DVD. But a Memorex DVD-RW was already in the laptop.

You can't use a RW (re-writable) disc for this operation. Use a DVD-R or DVD+R.
