everytime i want to watch something on youtube, it keeps buffering, i get about a second, of playtime, between each, buffering, not always been like this. running windows XP

Usually caused by a slow connection, or too many people trying to use your section of the Network at the same time (Contention Issue)

Do you normally have this problem?

This is most likely to be a bandwidth issue, and there's not much you can do about it. YouTube serves more than 2 billion videos every day, and last year it consumed more bandwidth than the entire internet used in 2003.
