You don't have to wipe all cookies when you clean using CCleaner.
After a browsing session, click Options>Cookies, highlight cookies in the LH 'Cookies To Delete' column that you want to keep and click the central left to right arrow to transfer them into the RH 'Cookies To Keep' column.

Yes if you save passwords, cookies etc. in general. IE you store everything on your PC. Not a good secure way of using the 'net. If , on the otherhand, you delete cookies, passwords etc when you shutdown, for security reasons, then Ccleaner is excellent. Download it and read the help files.
