Homegroup failure

I have a desktop and a laptop both running windows 7 (professional and home premium respectively) The homegroup used to work but no-longer does so. When I use the trouble shooter on the laptop it suggests problems with services. When checking the services I find that 'Peer Name Resolution Protocol' and 'Peer Networking Grouping' are stopped although 'Peer networking Identity Manager' is running. The stopped services will not start. How do I go about resolving this please? P.S. The computers will communicate via the network so I presume it is not a local network or wireless problem.
