Nationail IT learning centre, any good?

I am trying to get on a Web Designer and Developer (intermediate) course funded through work from the National IT Learning Centre.

It says you could end up with the following,
 Microsoft Certified Technology Specialist .NET Framework and
Adobe Certified Expert

Does any one have any experience with this company and how would you rate the end qualifications?
