Managingh users on a wireless network?

I would like to be able to control the amount of speed/bandwidth to certain computers that use my wireless network. The kids and neighbour have access to my wireless. I want to be able to prioritise my laptop and my internet@tv video streaming. We are on a very slow broadband connection and I don't the kids computers hogging all the bandwidth!
Can anyone suggest the best wireless router that has this facility?
Thanks
