annoying background problem between IE & FF ..?

I have a fixed background.
body background="images/blue_bar_background.jpg">

It looks fine in Firefox and works well with the rest of the images I have on the page, but I notice in IE it displays differently.

In IE the background seems to start 5 or 6 pixels DOWN from where FF starts it at the top.

Any advice?

I dont't see the graphic error in IE9 beta. sorry i can't help you.

CSS at the top, this might help:
