low security browser for CD running ?

I am distributing some setup.exes and html on a CD.

At the moment I force IE to autorun my index.html and the user can choose to launch an appropriate setup.exe from the browser.

My issues are that:
1) I run javascript so the first thing the customer sees if an ActiveX warning (not a good 1st impression)

2) iT runs setup.exe so , again, theres obvious security that hinders that and can catch a non-comp-literate user out.

My question is: is there a browser type program that I can run from my CD that has low security so the user is not confused by so many warnings?
