Web 3.0 is, like Web 2 was, is a trend rather than something.

For example thinks like shiny graphics with wet floor effects, light-boxing and thinks like AJAX (which itself isn't really a new technology) are all encompassed under Web 2.0

Web 3.0 will just be another general term for any site that uses whatever special pizaz come along next... 3D websites anyone?

Of course I could be wrong and you could be talking about CSS3 which is just a new standard for Cascading Style Sheets, and should be in any web-designer's arsenal of trickery.
