Looking over CCcleaner I noticed Drive wiper cleaner is it necessary to use this. I would have thought that when deleting any thing it would clean the empty space anyway.

When you delete a file windows just removes the first letter of the file name that then makes it invisible to the op system which may or may not overwrite the space it occupied.

the file may be recoverable by third party programs such as RECUVA.

The wipe free space tool of drive wiper (make sure its set to free space or it will wipe the whole drive) overwrites the "freespace" (where the op system can't see files) with zeros, thus the file becomes unrecoverable.
