On my start page windows 8 I had a tile with all my Facebook photos and photo albums and a count of all the photos I had in my picture library. when I upgraded to window 8.1 they disappeared how can I get them back?

Your Photo app depends on OneDrive (SkyDrive) and your pictures Library (not your pictures folder). Open file explorer (on your taskbar in desktop). Do not use the folders that are showing but on the left hand side click on 'Libraries'. Now on the Pictures library (do not open) right click and select properties. In the pane that opens you can add (or remove safely) any folder with photos to the properties. When you select add then another pane opens and you can search for your photo folders or even your actual Pictures folder. The Library 'folders' are pointers, not true folders, and this is what the Photo app uses.

Be aware, though, that these Libraries can still be used to remove actual folders if you open (left click) the library and you remove a folder there.
