Windows hangs after a few seconds

As I'm typing, I'm in safe mode. Well, it starts off normally but after a few seconds, I won't be able to click any icons and a few seconds later, I'm not able to move my mouse or interact; not even open the task manager.

Also, I remember the last thing I did was force log off a user then restarted the pc on the main user.

Please supply details of Pc make and model and how much RAM it has.

Have a look in Task Manager and see what is running, Performance and usage.

Check your anti-virus program, it may be running a full scan at start up and using all the processor power.

It's a custom-built PC as in we bought the pieces ourselves. It has 4GB RAM. I don't think it's my anti-virus program because i don't schedule scans.

run sfc / scannow in safemode and see if it finds and replaces any corrupt windows files.
