Win 7 clean install failing after "starting services"

I could use some help, I am doing a clean install of win 7 ultimate on an ssd I removed from another build. The ssd has been wiped and formatted. I can install windows fine until the point of "starting services" at which point it restarts and says an error has occurred and needs to restart. This ends up being an endless loop. I have tried diskpart --> clean --> create primary partition --> etc to the last command to assign. I still get the same error. I have tried on multiple HDs as I have a few lying around. Always get the same error. All wiped and formatted before install attempt. Suggestions?
