Vista will not shut down

Problem with Granddaughter's laptop running Vista HP. She follows the correct procedure to shut down but the laptop goes into suspend mode. (Blue light flashing). I'm sure there is a simple answer but would appreciate advice. Thanks in advance

Go to control panel - power options and on the left hand panel click "choose what the power buttons do" and ensure that shut down is selected for "when i press the power button." If this is all fine try:

control panel - power options - click "change plan settings" on the plan that is selected - click "change advanced power settings" on next page - Scroll down to "power buttons and lid" and click the + symbol to expand the menu - click the + symbol next to "Start menu power button" and change the setting to "shut down"

From the advanced settings menu you can also remove the hibernate option from the "sleep" section.
