Vista "system recovery" won't start

When I try to start system recovery the following message appears
"System Recovery does not appear to be functioning correctly on this system.

The Volume Shadow Copy service used by System Restore is not wrking. For more information view the event log (0x8 1000202)"

viewing the log does not put much light on the issue need some help with this one.

Outside of this the system seems to be fine. the only reason I found this problem was I decided to check to see if back up points were being established. Could'nt get in to look at the system restore page.

The only thing I can think of is trying it in safe mode.
