User accounts set up in Windows 8.1 but not displaying

I've tried to set up an additional user account on my Windows 8.1 PC. Whilst it shows in the list of accounts in the control panel, it does not show at start up or in the window for logging off. I notice that in the power window in settings, only options are turn off or restart. Any ideas?

When you get to the log in screen click on the arrow. You might have missed it.

No arrow on screen other than next to box for password

At a loss really. All I can suggest is to run the system file checker. Make sure , on desktop, that minimal programs are running. Close IE and any other programs on the taskbar that you can.

Bottom left, right click start, command prompt (admin). Type, or copy, sfc/scannow, press enter.

If you get a report that it has fixed, or not, an error then run it another couple of times. Shut down (not reboot) then boot up again. See if that helps.
