Unable to get the Charms to appear in Windows 8

I have recently started to get a concerning problem with Windows 8 and wonder if it is a Windows issue or virus related problem; my virus checker has found nothing wrong though.

I noticed a small window appear at the top left of my screen, it is tall and slim and looks very much like a volume control slider, complete with a number. I tried clicking it to try to remove it but failed. More worrying is that whenever this window is present, I have lost all the charms and Windows pop-up features. The only way I can shut-down is to switch off at the mains. System Restore didnt help.

Its not always present, and I can use the PC for many days before the problem comes back again.

Whats going on as I am on the verge of re-installing Windows.
