Start Menu Search

I am no longer able to launch programs or look for files in the search box on the start menu.

It does show the folders that contain the things that I am looking for, but when I try to press the, I get an error:

These files can't be opened. Your internet security settings prevented one or more files from being opened.

The screenshots at click here show the problem.

I have tried, altering the internet security settings, tried re-indexing search, checking file and folder permissions, disabling the firewall, turning off UAC, resetting the start menu options - they have not solved the problem.

Windows Search works normally in Explorer. It seems to only not work in the Start Menu.
