with XP I had an refresh F5 icon in the toolbar of ie7 upgraded to vista and lost it might seem daft but i cannot remember how to get it back. I prefer the icon to the F5 on the keyboard.

Do you mean the green arrows icon at the end of the address bar before the Red "X" stop icon?

Is there an address in the address pane which you have typed or part typed in?

The refresh button is a dual use refresh/go to icon.

the address pane is there but the green arrows and red x buttons are absent. i have tried custom toolbar but not listed, pretty well lost where they could be.

Looks like an IE7 issue but I'm foxed at the moment.

You could try resetting IE7, tools > internet options > advanced tab > then click reset at the bottom but if you are running add ons like google toolbar it will take them out.
