Purchasing new PC or Laptop

Very soon, when the pennies are right I'll be looking for either a new PC or Laptop. My budget will be £500 - £600. Looking at that budget is it possible to have Vista Ultimate? I've already got access to a PC with Home Basic on board and I'm more depressed by it than impressed. In all honesty that's probably due to ignorance of the system, despite having read all I can about it.
What are your ideas? Is it a pipe dream?

Though if you like the games...upgrade the graphics card.
