PC won't Boot, can't refresh/reset

When I try to boot my PC it goes straight to automatic repair. I have all the options but fails to reset and when I try to refresh it says that the Windows drive is locked so it can't be done. I can access BIOS and UEFI settings etc but don't know how to fix it.

Assuming win 10?

Make a DVD or USB iso to boot from and do the repair / reset from that
