Outlook's 2-stage security access problem

Outlook recommends one uses this 2 stage procedure-to enhance access security. Stage 1 is entering -as usual- the @outlook e-mail address and the password. One is then --stage 2-- invited to ask outlook to send you their 7 digit code to a mobile or elsewhere -in my case, to a different e-mail address. I use a completely different e-mail (@gmail). But sometimes, and this is happening more often, outlook says "Cant send the code"-so one is blocked out! Any ideas/comments ?
