Outlook 2013 problem after win 7 update KB2310138

After windows 7 updated with

"Definition Update for Microsoft Security Essentials - KB2310138 (definition 1.73.2405.0)"

Microsoft Outlook 2013 was no longer able send messages, after starting it would attempt to connect to the exchange server and time out, throwing the error following error message:

"The Microsoft Exchange administrator has made a change that requires you to quit and restart Outlook".

Restarting Outlook does not fix the problem, and there have been no changes to my exchange login details.

Can someone please help.

First I'd try a System Restore to before the update. If all is back to normal, I'd hide that one update- (personally, I'd also ditch MSE and go for the free version of AVG or Avast).
