Are you choosing "run as administrator" at the right time? click here

cheers thats worked but why cant i simply type ipconfig in the run box?i am the only user on this pc

Because the admin account in Vuista is not a "full" account. There are still some elements of protection in the normal admin account, a long story. It is possible to reveal the true account click here but i tend to just use the run as admin route on the rare occasions I need to.

Thats possibly why some programs will not run without clicking on run as admimistrator on my pc

What you describe also happens in XP. If you type cmd in run you get the dos window and then you can type ipconfig. I guess that cmd will work in Vista too.
