How do I open the BIOS(Basic Input/Output System) without opening the Windows Boot Manager?

Hello, I'm trying to open the BIOS on my Windows 7 HCL desktop. I need to increase the dedicated video memory of my PC, as it is somewhat extremely low. I know that the key that opens the BIOS is DEL. As soon as I boot the computer, I start pressing the DEL button. But instead of the BIOS, it opens something called the "Windows Boot Manager". The Windows Boot Manager asks you which operating system you want to start and there's a memory diagnostic tool. There is also a set of advanced options, but it doesn't help. Any idea how I'm to start the BIOS and not the Boot Manager?

EDIT: I've also tried pressing the F2, F8, F10 buttons, but got the same result.

If your using a fairly new machine its probably got UEFI and the BIOS is protected you need to switch this off to get a BIOS settings here's how to do it in Windows 8.
