Group policy settings problem?

I am using Win7 Pro 64bit and find I cannot enable error reporting in the Action Centre, where it mentions Group Policy can have control.

I also have to use IE8 64bit as typing in Google search with 32 bit IE gets corrupted.

Had a big problem with this computer after use by my grandson and several 'nasties' were cleared away, including all but three recent restore points. Tried a 'upgrade' reinstall of Win7 which completed okay but did not solve the problem. I'd like to repair/reinstall IE8 (version: 8.0.7600.16385 ) but read elsewhere this cannot be done. Any help would be very much appreciated with my grateful thanks. TC.
