Files losing their name, unable to access areas in control panel

I seem to have a serious problem with my Vista in that:-

A) File names have been deleted and show only dates;

and

B) A number of areas in the "control panel" are unavailable - a screen will flash up and close immediately. I am also unable to restore as that appears to be inoperative as no previous restore points are now shown although I have used the facility many times previously.

I desperately hope someone can help me fix the problems - can't afford a new computer at present.
