you dont say if you have 32 or 64bit ,
if its 64bit try uninstalling the nokia software ,then extract the setup files for it to a folder on your desktop ,then right click the setup .exe and select properties ,then compatability , tick the "run in compatability mode"and select an earlier system than you are using (for example xpsp2) and apply .now when it runs it should setup to suit the earlier system ,I have found that running setups like this often results in a better success rate when driver problems exist.
also if you have 64bit , try using the 32bit internet explorer ,there are problems with 64bit IE with compatability with some web tools and app .32bit IE is far more reliable in some curcemstances .
if however your system is 32bit then a reinstall (over the top) of your existing install could well improve matters .
one last thing ,did you use cc cleaner before the problem with IE started ,I hate registry cleaners ,I have seen good PCs ruined because the users wanted to clean out the registry when there was no need ,these cleaners will often delete entries that are needed if the program is dormant at the time the cleaner is run.
if you have ,check out if you kept a backup of the registry and try restoring it .to before the trouble started.
